KENNETT REGIONAL FIRE

Our team partnered with the Kennett Regional Fire District, responsible for protecting 55 square miles of rural, sub-urban and urban jurisdiction.
- 13 Pre-Incident Plans, all in the same template and format, revolving around the floor plans of high-hazard properties.
- A 55-square-mile map book for the entire township under production, with uniform design and organization, that will be available both on paper and digitally.
- All content to be uploaded to FirstDue for access by township departments and mutual aid organizations.
- Training program to increase high-hazard operational education and culture, and assistance with an increase in their ISO rating.

Kennett Square Apartments
Location: Kennett Square, PA

A five-story type 5 wood frame multi-residential building in Kennett Square, PA. Our team visited the occupancy twice during the construction of the building and published a pre-incident plan a few months before the building was completed. The fire chief approached our team and requested our assistance in the development of a pre-plan for this new hazard.

Pre-Incident Planning
Our team worked with fire department leadership in the development of pre-incident plans for 13 of the jurisdictions high-hazard occupancies. Four additional pre-incident plans are in progress, in addition to the off-line mapping systems.
The goals of the pre-incident plans have been outlined as follows for all 17 pre-incident plans:
- Floor plans and interior imagery of each occupancy, designed and organized in the same format to allow for ease of use during emergency responses.
- Drone imagery to assist in roof
surveys, identifying hazards that
are not visible from the ground
during operations.
- Upload of the pre-incident
plans to Active911 to ensure
ease of access for the township
departments and mutual aid
organizations.
- Updates every 1, 2, or 3 years
based on occupancy to ensure
the accuracy of the pre-incident
plans.


Training


Application of Structural Pre-Plans Level 2
Our team worked with the members and staff of the Kennett Regional Fire District in the development of a Structural Pre-Plan for the Kennett Square Apartments, which was the focus of our 2025 training event. Members were provided with 6 hours of training over two evenings, qualifying the department with our level 2 training program.

Members and staff attended the classroom portion of our Level 2 course, providing them with an understanding of the application of Structural Pre-Plans.

Accessed to the Structural Pre-Plan was provided to members and staff on a tablet during the class, following along as our instructor reviewed the pre-plan with them.

After the classroom portion, members split into two teams. Team 1, comprised of incident commanders, acted as the incident command with a visual of the exterior of the building. Team 2, comprised of officers, staff, and members, remained in the classroom to act as responding and operating apparatus.

The Simulation

Starting between floors 2 and 3, incident command and apparatus officers communicate a fire on all 3 floors of a type 5 wood frame apartment building as it follows pipe chases up to the fifth floor.
